I cannot find this part in the shop manual. It was on the spindle when I was disassembling the car. I think it was between the inner bearing and the base. I seem to have only found one so I don't know if this was supposed to be there or if someone else added it.

Hopefully someone can tell me what it is.

This appears to be a grease slinger which sits between the inner bearing and the backing plate. There should be one on each side of the car.
This takes the place of an inner grease seal used on more modern cars.

FRONT HUB INNER DUST SEAL looks a little different from what your picture shows but the location is correct.

Your part looks like the remains of a regular grease seal that someone installed in place of the factory seal. Here's a picture of my original seal. Notice the rings (grooves) machined in the outer surface.

The spindles I got to replace my worn ones look have that ring like yours does, Tom. I assume then I don't need to replace the seals I had?

Right, just do it the original Ford way and you'll be fine.
