Rumble Step Plate

See pictures. There is a crack in the outer rim of the step plate. It also spins when you go to step up into the rumble seat. Is this a threaded bolt or pressed on? I would like to take apart to clean up and stop from spinning.

it just threads in, a carrige bolt, clean it up and locktite it---but eventually someone will spin on it and it will come loose again, it happens on my car every 5-10 years---a lot of people have been in and out and many it is the first time so they don't quite get how to use the steps

The bolt will not back out. The step plate spins. The square hole must be rounded out.

I think that I would just forget about the step plate for now and drink that bottle of wine in the background of your picture!
