Gasket location

The 40 Ford dash instruments have a glass cover and face panel. There is a gasket located next to the glass. Is this gasket between the instruments and the glass or between the glass and the face panel (01A-7004401-B)?

Usually there is a gasket between the glass and the bezel of the gauge.
