33 seat frame question

I began upholstering the seats with a LB kit. The instructions are not clear in regards to the placement of the cover board (plywood or carboard) at the bottom of the front seats. When I removed my old upholstery (can't tell if it was the original) the old damaged board was attached ON TOP of the frame (first photo) on both seats. I restored the brackets and cleaned up the wood and nailed a new plywood layer in the same fashion (photos 2 and 3). However, when I try to attach the spring to the frame the spring is now at a higher level and the tabs don't reach the wooden frame as they should (photo 4). My question is if this plywood board cover should be nailed ON THE BOTTOM of the frame instead as it was in my car before? Thanks for your input. Manuel

I believe originally there was not a plywood board attached to top or bottom of main seat frame. On the bottom was attached a panel board or cardboard tacked on to cover seat springs.

I agree with Carl; no plywood, top or bottom.

May be my question was not clear. I didn't ask if the cover was plywood or any other specific material. What I need to know if the location of the cover, on top of the frame or under the frame? There is a cover mentioned in the 33/34 restoration book (page 6-8) but the photo does not include the cover (see below). From Carl's response I'll take that a board is attached under the frame after upholstery is done to cover all the tacks and the spring.

Manuel,

That's correct, it goes underneath the wood platform to cover the edges of the upholstery material and the exposed springs.
