Wheel Question
 

Can anyone tell me what these wheels are? They measure 5 on 5.5 x 16". Are they 40 spoke, adjustable, Kelsey-Hayes with the lock ring? These wheels are very heavy. Someone has welded nipples to the rim/spokes so I don't think they are usable
