From the looks of that front bug screen, I'd say it's a "Bulb Horn".

I had one like that and years ago, I bought a bulb from the Veteran Car Club of Vic. I sold the going horn years ago to a very happy swap meet shopper.

Dad's expression for something that was self evident or easy was "Pours like soup through a dinnerhorn."


Maybe this a dinnerhorn for the more difficult? Not quite so free-pouring?
