Windshield frame disassembly

Attachment 371269OK.. I hate to admit defeat, but I don't want to tear this thing up. How do these brackets come off? I've already drilled out the 3 screws you see in this pic but nothing moves. Are the little studs between these screws welded or what?

They are spot welded in place in addition to the three screws.
