I assume these drippy looking things on my windshield glass are the beginnings of delamination since they are not on the surface of either the inside or outside of the windshield glass. My question is, if it is delamination is it safety glass?its a 31 CCPU

Yes, it is safety glass, ...and yes it is delaminating. Ford originally used a black rubber sealant on the edges of the safety glass to cut down on delamination.

Whatever Ford used it worked on my ‘29 Tudor. Original glass and still laminated. Changed all the plate glass side windows out years ago, though
