Dollar Steer?????

Can anyone tell me what this is?
Is it all there or missing something?

I could be wrong, I think these are an accessory for Model Ts that clamped to the front axle and the tie rod. As the tie rod moved, the steady-steer would exert force to bring it back to neutral.
