Cowl vent not closing tight

For the past 2 weeks I have been trying to install the cowl vent on my 48. Can not get it to close tight. Front stays up about an 1/2 inch. The bracket holes do not line up. Seem to be out of line about a 1/4 inch. Nothing is bent and all looks fine. I did not take them off and they were with the car when I got it. Before I cut the bracket and weld it I am hoping someone can shed some light on my issue. Also where do the friction washers go?

My 36 is probably quite different from your 41 but I had to revamp the hinges on it to get it to fit right. I hesitated a long time before I modified it for fear of messing it up. Couldn't understand how it could not be right, when it seemed to be when I took it off. Anyway, after I changed the hinges (moved the hinge pin locations by 1/4") the vent works very well.
Who knows?

Thanks Bruce. The 40 is similar. I now know where the friction washers go. I should have been able to figure that out but too taken up with getting it to fit. Seems like Royal Ryser has gone through the same issue. Will hold off for a while as I hate welding after I have painted the piece.
