New speedo cable from Bratton's

I assume that when you buy a new speedo cable it comes without any lube. I pulled out the inner cable and there does not seem to have any lube on it at all.

Also, the speedo cable that I bought from Bratton's has a small plastic bag with a spacer in it--please see pix. How do I tell if it needs the spacer or if it doesn't need the spacer??

I was ready to install the cable last week but I figured I should get these questions answered before installing it.

Unfortunately, the only way to really see if you need that spacer or not is to install the cable on the drive gear housing and run it up to the speedometer head like normal. Than before hooking the speedometer to the cable push the inner cable down into the outer cable as far as you are able to. if the inner cable goes into the outer case too far, it means that the "Shim" will be needed to be installed inside the shaft on the speedometer drive gear. there are currently and have been lots of companies making the shaft and some of the shafts are drilled to deep for the speedometer cable.
