Most 29 frames had a hole on the right side across from where the steering shaft passes through the frame. This was to allow either RHD or LHD.In 30 they only had a hole on whichever side was needed I don't see the holes so I think this is a 30-31 frame

Were all 30-31's the same or did they change within the period?

Cant see it in the pic but the radiator mounting holes should be lowered for 30/31 on the front crossmember.

Have you looked for the number stamped on the frame?
Left side near the crossmember
