Thinking 1948, end of fat fenders.
And maybe a little later on pickups.

Can't say that factory welting was always black but know for a fact that many were painted body color when the car was repainted.
Also personalized a few by installing stainless steel welting.

On page 2-9 of the 41-48 Ford book put out by the Early Ford V-8 Club the following information concerns fender welting; on the 41-42 cars the welting was black. On 46,47, and 48 cars the welting was body color.
