1931 Emergency Brake Adjustment

My emergency brake will not hold the car in place on a hill. I was under the car today and found that there is not an adjustable clevis between the brake handle and the cross shaft. Is it permissible to take up on the two clevis that are going to the rear wheels? I would shorten the emergency brake rods equally both sides a turn at a time. Thanks for your comments. Ed

The adjustment would be on the rods. Jack the car up, both sides and adjust the clevises one side at a time so both parking brakes have the same setting/locked when you pull the handle back about 3 or 4 clicks.
