SW sedan front seat back pouch

Was the pouch on the front seat back covered in seat cushion upholstery fabric or the seat back fabric? For example, the Bedford Cord seat version appears to have a different (wool? covering) in the Henry/ Andrews/ De Angelis book..

I don't have the new stds; the '94 stds. don't appear to reference the seat pouch.
