The emergency brake is really a parking brake, especially on the early cars. If you use it for braking it can bend the shoe carrier. Ford made a change in the design half way through production to improve the situation.

If the taper between the axle and the hub hold keep it from moving, how does the work with a shim between them? I would think there would be some movement and then only the axle key would be doing the holding?? I don't know.

I have juice brakes on my A, they put shims on , the shims worked there way in the axle housing, it created a big mess

I assume "they" are the mechanics that installed the juice brakes. I would also assume that they did not torque the nuts significantly to prevent the shim from working it's way into the axle housing and probably did not degrease the axles, keys, and hubs.

the hubs came loose, and i tryed to tighten the nuts, got 1/4 turn out of one and the threads pulled off the axle

But it is still a band-aid for the real issue. And never EVER use more than one shim. If one shim isn't enough, swap the axle.
