Being brand new doesn't mean they are working as they should though. Given this issue happened when your old carb was on I would say discount the new carb and move onto the next item in the chain and keep going until you have found your culprit.

Ok , I set op a gravity flow fuel tank under the hood. It runs fine other than adjusting the idle screws! So then I put a gauge on the fuel line coming from the main tank , turned the pump on and it says a little over one pound ! Tomorrow night the story continues !! I will hook it back up with the electric fuel pump and see what happens?

That's got to be good news because it's not your new carb which is faulty - your old carb probably isn't faulty either though. At least you have a good spare now :)
