64 Fairlane gas gauge

What can be wrong with my gas gauge in a 64 Fairlane T-Bolt clone. New tank and sender and Gauge voltage regulator on gauges. When you turn key on the gauge goes to half full if you lift the float it goes past full so I bent the float arm and it does the same thing? Now I bought a new sender and this one does the same thing? I even tried another 64 Fairlane gauge and a new gauge voltage regulator and it does the same thing??????? What could I be missing?
