Wont turn by hand, or with 12 volts applied? Proper assembly will allow it to turn by hand. If it does that, then look at the brushes. If it wont turn at all, look for bearing trouble, or debris that accidently got between the field and armeture, or maybe the armeture is bent and touching the fields coils. .

Check the wire circlip retainer on the drive end of the armature. Goes on from the drive side of the circlip. On the other side will remove all the end play and lock up the starter.

It moves by hand stiffly moving the armature in one direction only. With 12 volts I get a good sized spark. We installed new bearings. I now have 2 other used starters that do the same thing. It has to be something I'm doing wrong. I'll try a stronger battery tomorrow I used my Chevy battery with those small terminals

Do you have ANY end play in the armature? Needs a little. Bushings too tight?

Today I tried again using a battery plus a charger. When I connect the power to the terminal I get a solid spark, but no motion. I have removed the cover to the lever arm. When I close that manually the starter spins fine. It will not cut off until I remove power, then the field magnatism dies and the lever arm retracts. On one of the 3 starters the points under the lever arm spark and by visual inspection I can see they are burned thru. The other 2 have good clean contatcts.

Obviously I don't understand how lthe starter is supposed to function.
