Default Help rebulding Model A cowl

So I'm a newby with a '29 Sport Coupe, and the cowl is fairly clean but some cancer in the lower regions. I'd like to hear what some of you guys normally do. The door post section and upper windshield frame are in excellent shape.

The lower cowl panels each have fist size bites taken out of them, one side near a fastening point. I figured MIG a patch piece if possible, or replace entirely if absolutely necessary.

The subrail extensions are mostly there, but need some work that definitely requires disassembling the entire cowl. It looks like I have some random holes, but the area that really needs attention is it looks like there was some kind of flange where the two extension peices once riveted together.

On reassembly, do you guys typically rivet everything back together, bolt, pop rivet, bubble gum and duct tape, or what? I don't own a pneumatic rivet gun.

For the cowl I thought it might be a good idea to build a plywood jig (for lack of a better word) that has all of the frame and rail bolt holes laid out. Basically a 4 ft x 4 ft piece ought to do it with four bolts per side corresponding to the original bolt holes. That's to help me line the pieces up when I put it back together. Good idea or overkill?

there is really nowhere the cowl can go if you dont take the subframe connectors out regarding the jig. but its a good peace of mind !
