Through the post office, you can add "delivery confirmation" to any package, I assume this may have helped with the "no signature required"?
My take on the Delivery Confirmation, is the USPS is saying at such and such time, the parcel was delivered to the correct address. Another option is just have the package to the buyer local Post Office and have them pick it up...I probably wouldn't worry about it for a 20 dollar item, but maybe for the money Mike is talking about it, it might be worth thinking about in the future? |

Michael, I'm sorry to hear about this. Wish that I could help you out. You're too good a person to have this happen.
Maybe some of your law enforcement " acquaintances " could offer some advice, or local contacts. At least go through the USPS and file a fraud report, Paypal was just the tool used to defraud you. The new business rule should be anything over $$ requires a signature. Not there, TOUGH, go to the PO. |

Tanks for the words of warning regarding PayPal.
I use it to pay for my Ebay purchases, rarely have I sold on Ebay in the last few years. Have had several CL transactions where the buyer wanted to use PayPal but my firm policy is face to face, cash folding money. I would love to add your buyer's name to a variety of mailing lists, including NAMBLA, Publishers Clearing House could send him some subscriptions, post free items on his local Craigslist with his address but no number, etc |

We do have a credit card processor we use very frequently with no issues ever. Shadetree, As to the insurance, yes the package was insured and the postal system would reject a insurance claim since the package showed delivered. |

Well this may help you. My wife said if they have the new scanners at the P.O. they can tell you exactly where they were sitting when they delivered it due to GPS on the scanner. I wouldn't give up yet. Good luck!

I can't see blaming Paypal. The same would/could happen with any credit card.
Hire a private investigator from this guy's home town. If you can catch him in the act of possessing the stuff he said he never got, the PI is your witness for the prosecution. |

If you will read this thread was intiated simply to warn other people of the mistake in which I made. Just a small warning to maybe help someone else from having the same happen. Even the lady I spoke with at PayPal admitted that scammers that know how to work the system are turning up more and more. I am thrilled this is the first time I have been burned. I do understand how easy it is to have an online business. FYI we do pay local sales taxes local business licenses as well as federal. It eats away most of the profit made, but it's the only right way of doing things. |

If a $10 item is important to you, require a signature. If your threshold is higher, like $100, then adjust according to your comfort level. Each of us has a different level of risk we are comfortable with. Poster was just trying to let us know there are risks with using PayPal and risks with not requiring a signature. I thought it was a nice friendly community service reminder and it seems lots of (other) guys are getting their panties bunched up. |

As a seller PayPal's newly revised policy states they will protect a seller on a manner such as this only if signature is required on the parcel when the amount exceeds $500

Mike, I'm a little confused - there's been several references to eBay, but I can't see anywhere that you stated this to be an eBay transaction, was it?
Also as far as PayPal goes, there seems to be different procedures involved for Personal or Business Accounts. Which do you use? Thanks. |

This was indeed a eBay transaction, however the same would have applied if it wasn't. It is a PayPal dispute rather than eBay. Had it been a eBay dispute the decision would have fallen in my favor. Our account is a business account but from what I understand the same rule applies to a personal account. eBay and PayPal have different buyer protection policies. As a previous poster stated this all depends on what risk you are comfortable with as a seller. Luckily for all of us we are in a hobby that consists of primarily honorable honest people and this issue shouldn't arise too often |
