Default Carburetor float height problem.

I am working on a Zenith carbuetor. I have been trying to set the float height. I am using an original float and a Viton tipped valve. With one gasket in place and the upper body upside down it measures 13/16" from the machined surface to the seam on the float. The float is nearly parallel to the machined surface. The float does not appear to have been damaged. I am trying to get the height close before I move on. This seems like the float is going to sit too low and I,m not sure what I can do to correct it. Any thought would be appreciated. Thanks. Howie
