Default 48 coupe- question about emergency brake adjustment

Hello everyone.
I replaced the emergency brake cable with a newer looking old stock cable about a year ago. Brake shoes are new, but one drum has been turned to somewhere near or slightly over max (about 12.070 I think).
The cable adjusters at both the handle and under the car are maxed out.
Emergency brake handle pulls all the way back and doesn't set the brake.
My questions are:
1) Due to limited movement of the levers, if the drum is oversize by .010 will the shoes fail to reach the drum?
2) Is my problem most likely a stretched cable?

Stretched cable. There is a "thingy" you can use to take up slack in the cable, but I don't know what it is called. Found in every hardware store. I would find me another brake drum. Safety first.

Before you adjust the cable you should adjust the brake shoes at each wheel, then adjust the cable Then it should work,the newer cable is it the same length as the old one if the inner cable is to long in relation to the outer cable that will be a problem Laurie

Lawson, does the thingy you're talking about get put on one side of the cable to somehow shorten the overall length?

Had one like that in my hands this am. Young mechanic didn't know what it was for.

To adjust hand brake one of my Service Bulletins says have someone hold brake pedal down while you tighten up cable beneath car. Hand brake must have certain amount of free play.
