Default Kick panel retaining clips

Hi,

I'm going to replace my Kick panel clips that were spot welded to the sub frame. But the left one (see photo 1) is centered by a unique hole in the sub frame (see photo 2 ignoring the 2 big holes which are for the body to frame bolts). The right one is centered between two holes in the sub frame (see photo 3, same remark for body bolts holes to be ignored). Since these three holes do not look to be post factory drilled, I'm a little bit confused. Keep as is ? Fill with weld the one or the two holes ? Or all the three ?
