Default 1954 Mercury teapot carb troubles....

Advice needed...I disassembled the carb. part-way and found (2), not one small ball bearings as check valves in the accelerator pump circuit? or did I not notice and one came from some different port?
I have a high speed miss that is driving me crazy...when I rev the engine up even in my shop (so no load) the thing spits and backfires somewhat...is the problem in the power circuit or does it need bigger main jets???
I thought the power valve is just enabled during heavy pull like up a hill...

My buddy thinks there should be a metal sleeve around that weird carb so it can act like a regular carb....

Also all the old foam in the air cleaner had turned into turd like material so I had to remove it all and so now I have some breathable foam in air cleaner to act as normal restriction would be...
