What size (diameter / threadcount) bolt should I install in the petcock hole so it stays clear during the sealing process??

Use a pipe plug. The hole is NPT.

NPT is a specific thread, used for pipe fittings. You'll get a plug from a plumber or plumbers merchant. When I did my tank I just put the petcock back in with a wad of duct tape stuck over it. A bit of bush engineering, but it worked fine.

Update:

I ended up stuffing a rag in the hole and carefully pouring tank sealer into the tank. I did just enough to suround the area around the hole.

My tank was beautiful inside and has no rust.

10 months later no leaking at all.....
