Mike gave a good reply. I like to tighten them good and tight with the weight on the springs, then drive it a few blocks and over a couple bumps, then recheck the tightness and install the cotter pins. Do the same for the rear spring.

The way that the U bolts are tightened can effect the level of the car .

In my opinion, one of the best observations here. Also not noted, how the brakes are affected. An example... had a car on which the brakes ALWAYS pulled. Dogged this problem for a very long time, couple/three years. Eventually changed front brakes completely, backing plates complete, and drums. STILL pulled. Bottom line, eventually tried running with front spring u-bolts VERY loose, and brake pulling majically disappeared. So, we snugged up the front u-bolts to 'pretty-snug', and cotter-keyed them. Brakes have never pulled since, and car sits 'pretty-level'. IMO, 'awful-damn-tight' on those u-bolts, is a bad idea. Give it some room to 'work'. (And, wasn't there, originally, a piece of flexible webbing-like material between the spring and the frame, further allowing a little 'wiggle'? These pads are listed in vendor catalogs for 32-up. Not sure if they apply to A's.)

I'd like to thank all you guys for spending the time to answer my question. I will tighten them good and tight but not to the point of braking them. I was concerned about the piece of anti-squeak material that was suggested to me to put between the spring and the cross member, never did that before, so I guess I better keep and eye on the bolts until the material flattens out and the spring will stay stable. Any of you guys use that anti-squeak between your springs? Thanks again guys.
