Default texas t -adjusting timing

hello- with the no. 1 cylinder at tdc of compression and rotor pointing to no. 1 wire cap nub , where is the LOCK RELEASE that lets me rotate the shaft to the place where the points start to open? is it the black band where the spark advance linkage attaches to the distributor?

also when bturning the crank to get tdc, the piston stays at tdc while i turn
the crank about 15 degrees, so should i use where piston first reaches top?

there is a lot of play in the shaft, so should i [after someone tells me how to release the lock] rotate distributor counter clockwise[not jiggle shaft] while looking for points to open?
