Default removing dash on a '37

I am in the process of removing the dashboard from my '37. I am stumped about two things that I do not know how to remove. First, I have removed one bolt that attaches the steering column bracket to the bottom of the dash. The other bolt has a strange looking head. Do I need a special tool to remove that bolt?

Secondly, I have not figured out the best way to remove the windshield crank handle from the dash. I am sure someone out there has some info to allow me to get the dashboard out of the car.
