Just a typo by 1931, he meant center bar. The tie rod ends and the center bar, or the tie rod assembly are adjustable to correct the toe in. As others have mentioned the whole front suspension looks in need of a complete rebuild.
I do understand you will be adding a dropped axle and will rebuild at that time. One thing that I do see in the video is the tie rod appears to be bent on the driver's side, with the bend looking to be about 8" from the end. It may just be an optical illusion, but if it is in fact bent then the driver's side wheel will show a lot of toe out. If what I think I see is correct then either take the time to straighten or replace it. It needs to be perfectly straight to ease setting the front end alignment. Is it bent, or just what I think I'm seeing in the video?

I'm with 19Fordy, there are multiple issues going on here and just fixing one or two of them is not going to get good results. The steering box needs looked at, the drag link is most likely worn out, the tie rod needs replaced, the tie rod ends look worn out, most likely the king pin bushings are worn, the rims are not correct and I would guess the wheel bearings need looked into.

Its kind of a complex thing as all the components need to work together. Fixing one or two things isn't going to make it completely right. Even if the wheels are not correct I would think they would be OK as long as they were not bent. Start with the tie rod and see if you can adjust it and get the wheels in alignment. I'm guessing that the tie rod is bent so you will probably have to straighten it or there will not be enough adjustment available. Once you get the wheels tracking correctly then move on to the rest of the steering one component at a time. Since you are going to replace the front axle anyway you probably don't want to spend a bunch of money just to get it working as is. As its pretty easy to pull the front end you may just want to do that and make your modifications now.

Bill got it right. Fix it once and fix it right. If you go with a dropped axle you may also need dropped steering arms and other items like rims and tires, new front spring, etc.. The cost mounts up fast. Get it all estimated before you rip your front end apart.

If you want a dropped axle maybe look at the Chassis Eng drop axle kit about 830$ has everything but the kingpins and all the parts work together

Took a pic of the center bar and you guys have a good eye. The bar is bent. Looks like I'll be replacing that as well.
