Run the tank empty, remove the steering column bracket cap, leave the bracket itself. Install the replacement dash/steering column bracket. Clean the bracket tank contact area well, put on a layer of gas tank repair putty sold by Napa, paint to match.

I had that problem with a 29 coupe. I installed the later steering column mount that attaches to the dash rail. I used JB weld around the old column mount, and it sealed it off. The attached article describes the column mount installation.

I installed the 31 style column support in my ‘28 just a couple of days ago. Thank you, Tom, for the excellent write-up. I worried (probably needlessly) that I may have difficulties someday removing it because countersinking the adaptor would leave me with no good way to keep the screws from turning. Instead of countersinking, I chose to use a tap and thread the holes. Worked out very well for me.

My car had seepage around the bracket when I first got the car, used a big soldering iron and resoldered it, still good 50 years later

If'n you use JB weld be sure and use the kind that is gasoline impervious. Don't ask.

If you are planning on removal of the tank. I would slosh it with a good quality gas tank sealer. Follow the instruction completely.

I did this to our 29 Sport Coupe 35 years ago. Still no problems.

You must follow the instructions!

Even if you decide to use the later style steering column bracket, the sloshing will take care of any rust or flaking within the tank.

The process is not very difficult.

Enjoy.

I always worry about gas tank sealers coming apart in the future. What I would do is remove the tank, clean area really well with acetone, get some new and improved gas tank seal (impervious to ethanol), lay the tank on it's front (engine area down), use a small wedge to slightly pry open the gap if any, use painters tape as a lower barrier and slowly dribble in the sealer until it comes out evenly on the bottom. Then put something soft on the tank top, use a piece of wood and clamp the drop down for a few days. The sealer becomes a seal and a bond.....then use the '31 column bracket.

Or you can try to get it warm enough to let the solder/lead flow a little. But be careful to not get it too warm and have it flow out.

Why not repair the tank correctly? Why spend the effort just to band-aid it??
