Default hood latch cable

need advice on how to free up a frozen hood latch cable, I removed it from the car started squirting oil down the inside of the cable applie a little heat and put slight pressure on it, slight movement @ first but nothing since any other suggestions , Thanks in advance for your suggestions

You need to soak it good with a good penetrating oil like Kroll's or such. WD40 is NOT a penetrating oil. Then keep working it till it's freed up.
