You can hot wire it to aid diagnosis and thus eliminate the pop out and ammeter as possible culprits. Diagram here

mine would not either after sitting for 10 years.checked fuel system rebuilt carb no luck.pop out ignition was the problem.replaced it with a new one and fired right up and idels great.
