Default 1952 Mercury steering column help

The steering shaft on my merc moves around and so I took the wheel off and found this.

It slides over the shaft and presses into a bearing in the column. I had the wheel off once before and tapped it in place with a 3/4" piece of copper pipe, but after a month it popped back out.

Here is a few pictures of the column where the piece goes.


I checked macs and I can't find this little spacer. How is it supposed to be put in place? Any help on if something is missing or what I need to do to get this fixed would be appreciated.

Looks like I am missing the spring keeps the collar in place.
