I know this is an old post but the whole in the cow to frame that you're talking about is for your speedometer cable to come up through with a grommet in it then it goes up into the firewall inside the car alongside of the emergency brake cable I'm currently restoring my 1940 Ford convertible wiring loom comes out the hole at the top of the fire wall all these holes are on the left side the driver side
