What are you going to do with it ?
Depending on if its mild steel only(sheetmetal) or castiron there are a few different aproaches.
For sheetmetal i think molasses is the cheapest way you can go.
There are not one thing that beats all of the others, it all depends on what youre doing.
Using a ultrasonic cleaner with the rustremover speeds up the process.
If you use Citric acid add a bit of alcohol and dishwashing soap to break the surface tension.
There should be a wiki for rustbusting...
And if you add water to any of the chelating processes compensating evaporation dont use citywater the chlorinated water is not good for the process.
