Default '38 One Ton frozen brake cables

I'm doing a frame up restoration to stock on a '38 one ton truck which includes the mechanical brakes. I'm to the point of putting the brakes back together and have found all 4 brake cables rusted tight in their sleeves. No luck yet in breaking them free. They look to be serviceable otherwise. Any suggestions would be appreciated. It may come down to replacement, but that presents a whole other set of challenges.
Pictures of the cables are attached. Rear are 82Y-2498 (75.75""); front are 81Y-2494 (59.38").

The inner cable might be rusted enough to compromise safety, best to replace them.

I did get lucky here and found replacement cables with Fred at Southside Obsolete. The old cables are soaking in Marvel Mystery Oil, but I don't need to get them working now and didn't hold much hope there either.

I had a similar problem with my 52 F1's emergency brake. Soaked it for days with Kroil. It cleaned up and is as good as new (kinda). Does work well now...
Don't give up how much can a can of penetrating oil cost vs new cables.
