Default I can't pull vent window tight- '40 ford

what is the procedure for installing vent window down tight?

The photo posted looks like a cowl vent door. Although I don't have first hand experience with them, I've read that others have weighted them down while they seat.

I take all the bolts out of the mechanism that attach to the cowl vent lid. I then cover the cowl vent with some old towels and use weights(cans of bolts) to set on top of the vent lid. I let it set for a couple of days and then attach the mechanism while the cans are still holding down the lid. the reason I let it set for a couple of days is so the lid compresses the gasket if it is a new gasket.

TJ has a good plan, but if you have it assembled, you can loosen and readjust the lever assy where it bolts to the inside of the firewall. Also there are verticle slots where the cowl vent bolts to the pivot/ hinge bracket. once you start adjusting you can see which way to go.

If you have had the mechanism to bits you need to ensure you reinstall the pivot points the right way otherwise it will never sit down flush. I installed them the wrong way around on a 47 v8 I had many years ago and could not get it to close flush. I ended up elongating the holes on the bracket that attaches to the lid and that the arms pivot off so I could move the body down. This was wrong , a "Heath Robinson " fix.

On my current v8 ,I received the car disassembled. When I came to put the vent in same problem. However this time I had access to a book with an exploded diagram and worked out what I had done wrong last time. This one shuts tight with no leaks. That's the first thing I'd do....check the mechanism is assembled correctly. If it is assembled correctly and a fresh rubber gasket is used it should snap down tight on it. Over time the ridge around the under edge of the lid will "mold" into the gasket.

also make sure you rubber gasket is installed correctly ,I believe flat side up

Well !! ...... I got the cowl vent closed and learned a few things along the way. Rather than assembling the parts and trying to pull the cowl vent closed, I removed all bolts, nuts, etc and let the cowl vent door lay down closed. Next I installed one-at-a-time each bolt loosely making sure the cowl vent was still laying down closed. The two pivot points under the top of the dashboard have boltholes much larger than the bolts; small locking washers must be installed around the bolts to stabilize the wobbley pivot.

Up-and-down movement of the two-bolt bracket on the firewall is the devise that positions the stroke of the lever.

Looks good, I had a similar problem, mine was the cheap gaskets from Mac's. They were too stiff, so I bought another from Carpenter and it was better fit and softer material. After that I put all the rubber pieces aside that were from Mac's and bought all new from Carpenter. I was trying to save money and ended up spending almost twice as much to do it. (lesson learned here) Your problem looks solved, good job.
