I ended up using a brake spring tool like the one in this picture. It allowed me to pull the spring forward enough to engage the arm. It took a lot of effort and pulling.

The first trick is to make certain you have left on left and right on right. This is the most common mistake people make. The springs are a mirror image to one another.

I make up a tool using a coat hanger. Make it it straight with a hook on the end. Wrap the other end around something like a screwdriver handle and loop the hook around the spring loop and pull from the rear of the car until the spring loop is around the lever.

Some repo springs are made too small and it makes the task more difficult.

For years I fought those springs the same way as posted here. Put the spring on the shaft and install the lever. Next, connect the e-brake rod followed by the C-shaped link to the internal lever. Then, various ways of pulling the spring back enough to somehow push the end over and around the lever.
Just recently I was helping a friend do this very job. I tried a new method. It worked so well I couldn't believe it. Here is how I did it.

1. Install the spring on the e-brake actuating shaft and install the lever.
Orient the spring properly.
2. Connect the emergency brake rod to the (external) lever.
3. Connect the C shaped link to the internal lever.

Give it a try.

I use the same method as Tom; use a coat hanger, been doing it that way for years.

Can't imagine how to use this kind of tool since we have to catch the spring loop at 3 o'clock and then bending it around shaft up to 12 o'clock. While turning around the shaft, I think the differential housing will make it impossible.
