EA Lab Hot Rod Air Horn

Please can any one share knowledge on just what type of air Horn I have attached photo's of?

All I have been able to find out is It's an after market Horn made by
EA Labs in NY. I would like to know,
1 approx when it was made.
2 Is it a Possitive Flow air horn or Vacum flow horn.
3 is it possible to restor it and make it work.
from what I can tell all of the internal springs, copper spacers,
plunger. etc are all intact.
