Look closely for a letter or letters in front of the number. My numbers start with "TC" for Twin Cities. My 9-27-28 gas tank date Phaeton has a low number TC476, while my 2-23-29 Tudor has a high number TC17509, so I assume the number stands for the number of that body style assembled at the Twin Cities assembly plant. Not too many people wanted an open car in Minnesota, but the Tudor was a hot seller.

Mitch,
Does the owner of the car belong to the Delaware valley Club?
Just wondering!
