Default Alternator output barely 12V?

Have a single wire alternator and output seems low to me. Just barely sending 12V to battery? Electrical tester indicates good fully charged battery s/b at13.5 plus volts. Shouldn't the alternator be sending that much at least to the battery?

Did you rev the engine before testing it. The single wire alternator needs around 1,500 rpm to excite it.
