The new fuel pump could be bad, or there is an obstruction in the fuel line, or there is a bad fitting somewhere between the tank and fuel pump that leaks air, or you are out of gas.

At least that is the list of things that have happened to me at one time or another.

Try priming the engine through the carb,if that dont work, you probebly bought one of those infamous made in China pumps pure garbage. They dont build to corn-gas specs/ Get a rebuilt in USA pump and you probebly got the wrong one anyway. 39 uses a rare off-set hole pump not availible from the big box Vendors. word to the wise. ken ct.

Found at least one time that the sediment bowl gasket was faulty (was sucking air)

If any air can leak at the bowl seal, nothing will happen.
Dismount the pump from the engine again. Remove the pipe from the carb. put your thumb lightly over the outlet of the pump, and work the lever. If that doesnt do it, take the suction pipe off.
The pump should try to blow your thumb off the outlet in the above test.
If you block the inlet only it should suck your thumb into the hole. If you get a positive result here, you have an air leak in the pipe back to the tank.
The above is not a full test of a pump, but it should be enough to tell you if it is going to work at all.
The fittings need to seal correctly.
Why did you get a new pump in the first place?

You got a stripped hole on a BRAND NEW pump, boy thats quality. Its the wrong pump for a 39 in the first place. 39 should have an offset hole pump on there. All metal construction no glass bowl. These pumps are rare to find and i get $100 to rebuild them and a $50 core chg. if you dont have a correct turnin. The glass bowl will work on there but not Ford correct if its rebuilt correctly.I also rebuild GB ones for $70 but has to be a genuine "AC" one. no aftermarkets. Do what ever you must. ken ct. PM only. Offset holes refers to the inlet an outlet. The outlet is like 3/8" below the leval of the inlet. They are not straight across from each other.

No the screw on the carb is not the problem in getting fuel to the carb, it may be a problem with a seeping leak later after you get the car running, fix it later. There are some good thoughts posted previously, check them out, especially the flexable fuel line going to the fuel pump, leaking air around it's fittings or swelled closed from todays fuel.
