Default Which comes first...ceramic sealer or rust remover

My completed rust free engine sat in the garage for three years after running on the stand for twenty minutes. I have it installed and running now and there is some surface new rust that has appeared. I want to clean that out and also apply some Moroso Ceramic Sealer. Which application should come first ?

there is no way i know of to remove rust once it is sealed,

I would run a store bought cooling system cleaner through the system and rince good before installing your sealant. All of this harsh cleaning reported on forums in an installed running engine can do more harm than good. A large number of problems have been reported right here on FB. G.M.
