Default location of radiator apron felt

When i bought the car and started working on it the apron had rivets in it but no felt. i assume the felt goes on the engine side vs the bumper side. Is that correct.
Do the rivets face rearward with the head on the bumper side.
Thanks for any help.

If you are referring to a 28/29 front apron, the felt is mounted on the front side.

The purpose of the felt on the front shield is to prevent the radiator shell from vibrating against the shield. Thus the felt goes on the front side.
