Are you sure it is the horns and not the wiring? Sounds like they work ok if powered separately. Do you have original wiring?

The 38 should use a horn relay (per the wiring diagram). I would make up a jumper wire that Ys right where it connects to the horns and temporally touch the other (single) end of the wire straight to the battery side of the starter solenoid and see if they both work ok. If so, it could be the wiring or the horn relay that is the issue.

I believe some of these horns can be worked on, slight adjustments and cleaning the points.
