I worked for a number of years in auto parts at the dealer level. Every parts book, every microfische referred to them as "wheels" or "road wheels". Now with many British cars ( I worked at two Limey dealerships) you could order rims. You got a wheel, minus hub and spokes. Same with bikes, rim plus spokes plus hub equals wheel. Put a tire on it and it is a wheel with a tire mounted on it
