Colorado State Patrol says "If vehicle is not roadworthy, you will be rejected". "Lights, sufficient horse power, seats, restraint system, wipers, and all standards of the US Government Department of Transportation" among many other requirements.

There MUST be a way to do something for antique vehicles. They can't require all this for a '39!
