Yes, they are tough to deal with. Use a lot of pressure pushing toward the shaft center with your expansion tool. It helps to have a second person to stuff a small screwdriver blade under one of the clip ends. You can then peal the ring out from that end. You should have a new replacement available for reassembly. If the replacement has the same (wrong angle) ground on one side, grind it to match the other side, and it will be easy to put on with your expansion tool.
