They also have them on '35s. My '35 coupe has 4 of them. Two long ones under the main floor pan and two smaller ones under the rumble seat. They are stiffeners that prevent the "tin can" effect when weight is pressed down from above. I wouldn't be surprised if all original '35s and '36s have them.
